Founded and operated by privately owned campground and RV park owners, Evergreen USA was formed in 1989 in the aftermath of the 1985 insurance crisis, an event that resulted in higher premiums and decreased access to insurance for many campground and RV parks. Because traditional insurance companies did not understand the nature of the outdoor recreation business, many park owners were either unable to secure insurance coverage, or were faced with unaffordable premiums. Evergreen continues to be the only insurance company operated solely for and by the outdoor recreation industry.

Evergreen USA, licensed by the State of Vermont, operates under the Federal Liability Risk Retention Act of 1986 that allows independent businesses and individuals within the same industry to band together, raise capital to form an insurance company, and provide liability coverage to its shareholders.
